JPRS reports are translations of books, reports, articles, and entire issues of serials in the sciences and social sciences, mostly from Communist or Third World countries. They were prepared by linguists under contract to the Joint Publications Rsearch Service, an agency of the U.S. government set up in 1957 to provide translations for government research units, until the late 60's when they were transferred to the Foreign Broadcast Information Service.

The Government Publications Department has fairly complete holdings in microfilm or microfiche for the following periods: I, 1957-1961;
II, 1962/63-1973/74;
and
III, 1978 - 1995. *[Note: For 1995 to present.]
 

The Department lacks most JPRS reports issued between July 1, 1961 and June 30, 1962 and between July 1, 1974 and December 31, 1977. JPRS reports included in the Readex non-depository microprint set during these years may be secured from CRL through Interlibrary Loan. Access to CRL holdings may be by JPRS number or the entry number in the Monthly Catalog.

An overview of Government Publications Department holdings of JPRS series and directions for retrieving individual reports in the three different time periods mentioned above is given below. Users may experience difficulty in finding a given JPRS report number in the microfilm and microfiche sets because the JPRS numbers do not appear to be in consecutive order. Reports are assigned sequential numbers in the overall JPRS numbering system at the time of translation, but they are then divided into a number of different series, within which numbers progress from the lowest to highest, with frequent gaps occurring where reports have been placed in other series. The classification of reports into series and the consequent arrangement of reports in the microform sets has varied over the years and will be explained in more detail below, since no rule for locating reports on microform reels or in microfiche sets that works in all cases can be formulated. In those cases where the order in which series appear on reels is not evident, the user must skim the whole reel until he finds the correct series.

A. IUB Government Publications Department Holdings
 

JPRS reports were organized into series, usually by geographical area in this period. Government Publications Department has reports in the social sciences only. Holdings are in microfilm and are listed in the non-SuDoc section of the U.S. post-index file under Joint Publications Research Service and the name of the series. The department holds the following series for 1957-1961, unless otherwise indicated:
Afghanistan China (to July 1, 1960 only); East Europe; Indonesia; International Developments (to July 1, 1962); Mongolia; North Korea; North Vietnam; Russia;and Scholarly Book Translation Series, SBTS (1957-1966).
 

B. Location of Reports on Reels and Subject Access

Reports are arranged in JPRS number sequence for all series except North Korea and North Vietnam. These last two are arranged first in broad subject categories (economic, political, sociological, etc.) and then in sequence by JPRS number. This arrangement is shown in the reel guides prepared by Research and Microfilm Publications, Inc. to accompany the microfilm edition. Government Publications Department holds these guides which are entitled Bibliography-Index... for all of the above series, except Afghanistan and East Europe. There is also a more detailed bibliography for China, entitled Contemporary China edited by Richard Sorich. They are listed under Joint Pulications Research Service and title in the U.S. non-SuDoc post-index file and are shelved on the U.S. Bibliography Shelf. The Bibliography-Index for China includes reel numbers in Roman numerals in the full bibliographic citation for the report. The correct reel numbers for JPRS report numbers for other series is best found by noting the reel designation given at the beginning of the section of the Bibliography-Index in which the full citation to the JPRS report appears. (See Fig. I) Reel numbers for reports in this time period have been pencilled in the 1957-1961 volume of the JPRS Catalog Cards in Book Form for JPRS Translations, discussed in the next section. This is the only source for finding reel numbers for reports on Afghanistan and Eastern Europe.

Of the above Bibliographies, only China, International Developments, and Scholarly Book Translation Series have subject indexes. The Monthly Catlaog of U.S. Government Publications may be used for subject access to JPRS reports during this period. After locating the JPRS number through the subject index of the Monthly Catalog, one must use the Bibliography-Indexes or JPRS Catalog Cards in Book Form to find reel numbers.

A. Government Publications Department Holdings

Government Publications Department holdings for this period are restricted to social science materials. They are in microfilm and are recorded on the non-SuDoc section of the U.S. post-index file under the Joint Publications Research Service and the name of the series. Government Publications Department holds the following series for the period 1962/63-1973/74 unless otherwise indicated: China and Asia (from July 1962 to September 1964 there was also a separate series entitled Asia); East Europe; International Developments; and Soviet Union.

B. Location of Reports on Reels and Subject Access

1. 1962/63 - July 1, 1970

During this period, reports were divided into series according to type of publication translated: serials, ad hoc reports, or books. Reports in the first group were then arranged by serial title, while those in the second and third groups were divided into broad subject groupings. The arrangement used on the reels may be seen in the monthly or bimonthly reel guides, entitled Bibliography-Indexes, shelved on the U.S. Bibliography Shelf and entered on the U.S. non-SuDoc post-index file under Joint Publications Research Service. The quickest way to find the reel number on which a given JPRS number appears is to consult JPRS Catalog Cards in Book Form on the U.S. Bibliography Shelf (See Fig. II). Before July, 1963 one must use the year of publication of the report with the reel number to ascertain the correct reel number since reels were numbered afresh each year. Reel numbers are marked in pencil for all JPRS reports held in Government Publications Department.

Subject access in this period is difficult. From 1965 on, one may consult semi-annual indexes for materials in the social sciences, entitled Subject-Index to JPRS Publications, shelved next to JPRS Catalog Cards in Book Form on the U.S. Bibliography Shelf (1969 and Jan.-June, 1970 are bound with JPRS Catalog Cards...). For the period before 1965 and for scientific/technical materials throughout the period one may use the U.S. Monthly Catalog, although one should be aware that the Monthly Catalog indexes include only titles of monographs and serials after 1966; there is no attempt to include titles of articles in the indexes. Another possible means of subject access to social science materials from Nov. 1963 on, are the monthly or bimonthly indexes provide in the Bibliography-indexes mentioned earlier in this section.

2. July 1, 1970-1974

After July 1, 1970, a commercial index, prepared by CCM Information Corporation and later Bell and Howell, Transdex, offers monthly and annual indexes to both scientific/technical and social sciences reports, which include the following: country, personal author, subject or keyword, JPRS series name, and titles of journal or other publications from which material has been translated. Bibliographic citations appear in sequence by JPRS number and include reel numbers (See Fig. III). Government Publications Department's current issues of Transdex are in paper, with the annual cumulations in microfiche. They are listed in the non-documents section of the U.S. post-index file and shelved on the U.S. Bibliography Shelf. The reel numbers included in citations may be used to locate JPRS reports in the Government Publications Department on microfilm from 1970 to 1974. Scientific/technical reports listed in Transdex are not held in the Government Publications Department before 1978.
 

III. 1978-1995

A.Government Publications Department Holdings
 

Government Publications Department has received all JPRS reports offered by Government Printing Office on a depository basis since the beginning of 1978 in microfiche. These may include scientific/technical, as well as social science reports. They are entered by JPRS series title in the Sudoc section of the U.S. post-index file and file by SuDoc number in the microfiche cabinets.

An alphabetical list of JPRS series titles and their SuDoc numbers is attached. There are 2 basic types of numbers: 1)those bearing the class number Y3.J66:13/ or PrEx7.13:, to which the JPRS report number is added; and 2) those with numbers designating individual series titles, which begin PrEx7. but are followed by a number greater than 13. The series report number number rather than the JPRS report number is used to complete these SuDoc numbers (See Figure III B. for examples).

One can find the Sudoc number for the JPRS Title by checking the alphabetical list of titles attached. Note that JPRS SuDoc numbers are of two types: 1)The JPRS report number is added to the class number (see type 1 in Figure 3; and 2) The number following the series titles in the citation is added to the class stem (see Type 2 number in Figure 2).
The correct number for retrieving JPRS 82234 would be PrEx7.21/5:1331. Figure IV

Note that entries under keywords are not arranged alphabetically by keyword or country. They appear in order of JPRS number and then by the page number within the JPRS report on which they occur.
